Why is my pet rabbit so shy and timid? It's health and diet are great, but it's just really shy?

SHe is shy, but get’s silly occasionally. She lives in a cage outside, but I take her on the lead around the front yard quite often (and she tries to eat up our herb garden, lol) I also take her into my room and just let her go free, but she often just sits there, and then goes and hides somewhere in my room, (like my bookshelf, which is really cute actually). It has occasionally run around like a lunitic, aka "binkied", in the past, but she usually just walks around and smells things, or hides like i said before.. She is a couple of years old. She has licked me before, but no other signs of affection, or interest in me. She has run away twice but we got a new cage, and one of those times we found her in our neighbor’s vegetable patch, stealing their veggies. She’s healthy and all, but why isn’t she as affectionate as other rabbits, and why is she shy?
